Microsoft AI's public draft is a proposed behavioral rulebook for its own MAI models, not every model Microsoft hosts. It is not yet used for training; a revised version is intended to guide development in 2027 onward.

The consultation announcement reserves feedback decisions to the company's drafting team. The draft's hierarchy places company constraints above operator configurations and user preferences; specialized capabilities require separate Microsoft review.

9 September 2026. Bounded acquisition closed. This packet owns the Coalition selection/authority lane. It does not determine Microsoft SDK/cloud terms or NCMEC hash access, which are separate lanes. No application, account, software execution, media, hash list, outreach or payment was attempted.

The coalitions are also less tidy than a division between startups and incumbents. On 1 November 2024 , Andreessen and Horowitz coauthored an AI policy statement with Microsoft's Satya Nadella and Brad Smith, explicitly proposing collaboration across small and large firms. The later OpenAI financing is another reason not to treat “Little Tech” as a permanent category of company size or a prohibition on incumbent alliances.
