Thoughts on Child Safety on Commodity Platforms (2022)
A 2022 technical paper by Ian Levy and Crispin Robinson exploring child-safety approaches on commodity platforms. It later served as a reference in European Commission arguments and Australian eSafety discussion of detection in encrypted services.
How the paper travelled
The European Commission cited the paper in its August 2022 public defence of possible detection within encrypted services. eSafety cited it in its October 2023 encryption position while also discussing security concerns. The authors expressly limited the paper’s policy scope and completeness. Its reference to REPHRAIN concerns evaluation associated with the Safety Tech Challenge Fund; that is a different research route from the later Toolbox award. Neither citation proves a working universal scanning system or transmission of a later confidential bill.
