UK PDC opens its capital process—not its final ownership register

UK Finance's September 15 announcement confirms an equity-capital process for UK Payments Delivery Company. It names EY as administrator of nonbinding expressions of interest. Participation and access to information are not guaranteed; expressions of interest may be rejected without reasons.
This advances the earlier reported financing plan to an announced launch. It does not establish subscribed capital or shareholder decision rights.
An entry process is now visible. Whether it produces concentrated control depends on the eventual investors and their rights, not the presence of eligibility conditions alone. Ordinary management of professional-investor fundraising remains a straightforward explanation.
