Commissioned evidence production connecting vendors, government and stakeholder scrutiny
Australia's Age Assurance Technology Trial was a government-commissioned, contractor-run 2024–25 study led by an ACCS consortium. The department published its final report on 31 August 2025. Its conflict register, advisory-board minutes and final liaison account document both the study process and contemporaneous challenges.

The consortium disclosed commercial testing and certification work while allowing participation beyond its clients. DIGI's April 2025 letter raised design, recruitment and competing-role concerns. April minutes say Scout would recruit mystery shoppers from its registered panel, excluding employees and their children. July minutes describe the advisory board receiving parts A/B/K while vendors received their own extracts during legal review. The final report says methods were revised, but the retained record does not reconcile every before-and-after version.
