International distribution layer for nationally assessed advertising lists
WIPO ALERT — advertising distribution
WIPO ALERT distributes national lists of suspected copyright-infringing websites to authorised advertising businesses. Contributors provide the assessments, while WIPO hosts the distribution service and disclaims making its own infringement determinations.
Access, updates and limits
The 2019 framework uses national processes and reasonable suspicion of deliberate infringement or facilitation. The FAQ describes free manual or API access, advertising-only use and confidentiality, with users able to choose contributor or country lists. WIPO notifies other contributors when a shared entry is deleted from another list; it does not thereby compel every list to remove it or every advertiser to restore purchases. White Bullet reports combining ALERT information with its separate commercial resources.

supply national assessments and maintain entries
2019 framework uses reasonable suspicion of deliberate infringement/facilitation under national processes; contributors retain accuracy and prompt-removal update responsibility. Not a final judgment on each entry.
FAQ summarizes an advertising-only user agreement and confidentiality obligations; free access is described, with no executed current schedule or subsidy amount.

WIPO ALERT-PAY: the programme, the described process, and what its pilot measures
9 September 2026. Root core lane closed for independent review. This is a separate payment-information programme, not WIPO Pay for office fees, WIPO ALERT advertising, or Brazil's domestic distribution to payment intermediaries. Source descriptions and reported outcomes are kept at their dates. No account, list, payment operation or video playback was performed. Original speech has not been watched or authenticated against the automatic transcript.
Six discovery queries were run in two batches: site:wipo.int "ALERT-PAY" ; site:wipo.int "ALERT PAY" funding budget procurement ; site:ungm.org "ALERT" "WIPO" ; "WIPO ALERT-PAY" launch August September 2026 procurement ; "WIPO ALERT PAY" tender software contract budget ; site:wipo.int "Program of Work and Budget 2026/27" approved Assemblies July 2025 . Returned candidates were assessed; no exact public Pay contract, award notice or post-June launch instrument was located. This was not an exhaustive procurement-archive audit. WIPOPay service-fee material, advertising ALERT and Brazilian domestic lists were excluded as different instruments. A later keynote and webcast were discovery candidates only; the root already owns the decisive webcast scope, so they were not separately promoted here.
