PayPal
PayPal is a payments provider appearing in several separate relationships: a reported itch.io payout dependency, an ICMEC supporter, a Lantern financial-pilot participant and a named provider in WIPO's ALERT-PAY programme description. Its own infringement policy also invites rights-owner reports and permits appropriate action.
Several routes, no single inferred instruction
itch.io's 28 July 2025 addendum names PayPal among current processors and explains its payout importance; no incident-specific PayPal restriction order was recovered. The Tech Coalition separately names PayPal in its financial pilot. An August 2025 attorneys-general letter asks it to act against sellers of deepfake nonconsensual intimate-image tools or content under existing policies. WIPO's June 2026 presentation names PayPal but does not identify the two historical pilot providers. Its posted infringement paragraphs specify no ALERT-PAY-specific automatic termination or fixed appeal clock.
The US agreement reaches its stated September 14 effective date. JAMS replaces AAA, and coordinated similar disputes face staged arbitration, holdbacks and mediation, with tolling and later routes to court or further arbitration. The agreement claims application to earlier disputes. Its initial-account opt-out and small-claims provisions remain; this does not reopen a universal opt-out today. These are contractual terms, not a finding of judicial enforceability or measured delay.
Sky names PayPal among early PDC participants. Its September 14 financing story describes a planned approximately £50m setup equity solicitation, not closed funding. No participant-specific contribution, equity percentage or voting right was acquired.

PayPal: a short reporting policy, with distinct locale dates
These short pages do not state a fixed action deadline, evidential adjudication procedure, counter-notice timetable, automatic account termination or ALERT-PAY-specific correction rule. The blank report and broader account contracts were not opened. Absence from this paragraph is not absence of wider PayPal remedies. The different update dates cannot be treated as dates when ALERT-PAY was adopted or when the operative paragraph changed.
9 September 2026. Bounded acquisition closed. Two PayPal policy originals were retained; Mastercard's complete public policy was read through the successful official reader after its ordinary GET failed. No report form, account, live list or payment operation was used. This is a scoped comparison of public rules, not confirmation of a signed WIPO-provider agreement.
Deck4 names Mastercard and PayPal, alongside other PSPs as the intended/global cooperation class. Deck7 does not individually identify the two pilot PSPs or six rights holders. The automatic transcript says the interface currently under development offers PayPal and Mastercard. None of these independently names the two historical pilot providers. Illustrative Adidas-labelled screens likewise do not prove Adidas joined the pilot or signed a programme contract.
PayPal's notice , issued June 29, gives September 14,2026 as the effective date for revised US dispute terms. This is a commencement-date observation, not a newly announced ban. The linked US agreement carries today's date; the effective hour and zone are unspecified.
