Caleb Parikh says CEA's legal and reputational constraints affected the grants he would consider. Individuals, companies and policy-adjacent work could be operationally difficult. That makes the movement of the AI Risk Mitigation Fund significant. In a December 2025 fundraising account, Habryka announced that ARM had become a Lightcone programme under substantial leadership from Caleb Parikh. ARM's own website still describes donations through Effective Ventures' US or UK charities.
