Who can actually authorize a grant?

Lightcone Commons makes a useful distinction visible: choosing where money ought to go and possessing the authority to send it are different jobs. Its published process lets funders bring evaluators or use those selected by Oliver Habryka. Funders retain a last opportunity to veto direct grants after recipients sign agreements. Lightcone can refuse transactions through its own nonprofit or LLC facilities, while funders can arrange payment themselves. The FAQ does not name both legal counterparties. Commons process
